摘要
本文建立了一个宏观经济稳定理论模型,分析县乡财政困境和政府层级体制对中国经济的全面影响,寻求兼顾转型与稳定的改革方案。理论分析结果表明:政府层级体制对宏观经济的影响具有不确定性,理顺政府间关系的关键点不在于省直管县改革这一具体形式,而是在于转变政府职能的同时缓解县乡财政困境。基于试点样本的经验研究结果表明:当县乡财政困境得到明显缓解时,省直管县体制总体上有利于中国经济平稳较快增长;如果县乡财政困境未能得到根本解决,那么省直管县体制总体上不利于中国经济平稳较快增长,并且,省直管县体制对中国经济的负面影响随着县乡财政困境的严重而扩大。
This paper investigates the relationship between intergovernmental relations and China＇s macroeco- nomic stability to analyze the impact of local fiscal gap and levels of government institution. This paper finds that the impact of government institution is uncertainty, the key points of intergovernmental relations adjustment iS not ＂provincial control county＂, but rather reducing local fiscal gap when transforming government functions. Based on samples, this paper empirically researches the impact of the ＂province administrating county＂ reform in order to determine the impact of the ＂province administrating county＂ to economic growth and stability. This paper found that when there is no~ financial difficulties, ＂province administrating county＂ on the whole in general is conducive to economy, and vice versa. Thus the more serious of the county financial difficulties, the bigger negative impact the ＂province administrating county＂ will be.
