摘要
在历史体验和未来想象中形成的"文化安全"命题,将是民族国家长期应对的重大课题。对"文化安全"战略应从积极方面去理解,因为最强势的文化才是最安全的文化,而强势文化是通过文化自信、开放、创新、发展的实践逻辑获得的。文化安全不只是对于本土文化现状和当下价值的保护,更是对于文化未来发展潜力的坚信和发展方向选择的认定。文化安全是在不断接受强势文化的挑战和冲击的"不安全"的境遇中,不断发展自身而实现的;所以,维持现状的文化安全战略,只会成为自我封闭乃至保护落后的挡箭牌。文化软实力的本质是一种价值体系对世界的影响力以及世界性的认同程度,"中国模式"最终应该是一种思想文化模式。文化软实力的内涵不只是弘扬传统,而是传统文化、当代文化与人类文化的融合;同时,不能缺少文化批判和文化反思的必要环节。通过"文化立人"——以文化"立"人、以文化"化"人,提升民族的思想质量,扩大人类的思想容量,是增强文化安全和提升文化软实力的真正目的。如果不能实现这一目的,一切"安全"和"实力"都是一个伪命题。
It will be the most important subjects for a nation-state to deal with for a long time that the propositions for Cultural Security can be formed in historical experiences and future imagination. The positive understanding should be taken into the strategies of Cultural Security. The most dominant culture in the world is the safest one. And the dominant culture comes from logically practical experiences through cultural self confidence, implementation of opening policy, innovation and development. Cultural Security does not only lie in the protection of the status quo of local culture but conviction of cultural developing potentiality in the future and cognizance of the direction of future development choices. Under unsafe circumstances continuously accepting dominant cultural challenges and impact, Cultural Security will obtain self constant development and be finally able to realize. To maintain the status quo of the cultural Security strategies will eventually lead to cultural conservatism side. Reflecting of dualistic thinking mode and dilemma of cultural construction in relation to cultural clash for a century or so, it is urgent to establish the view of pluralistic integration for human culture. The essence of cultural soft power is a system of value influencing the extent of the world and worldwide recognition. China mode should be a kind of entire, comprehensive social development and ideological cultural pattern, representing a kind of advanced value of human existence and development. The connotations of cultural soft power do not just depend on carrying forward the traditional but combining traditional, contemporary and human advanced culture. The strategies of constructing powerful cultural country can be achieved through fostering people with culture, and the ultimate goal is to promote national thought quality and expand human thinking capacity as well.
