摘要 "基本形成学习型社会"指标体系的构建需要从我国的基本国情和学习型社会建设实际出发,以更好地引导、推进学习型社会的理论研究与实践探索。通过对我国2009年31个省市学习型社会状况试测,结果显示,我国与"基本形成学习型社会"的目标水平存在很大距离,经济发展水平不是建设学习型社会的充要前提。其中,受教育程度、学习条件是影响我国实现"基本形成学习型社会"战略目标的重要因素,特别需要优先发展公共文化场所,稳步提高人口受教育程度,大力提高从业人员受高等教育比例以及互联网普及率;持续加强职工全员培训、农村劳动力转移职业技能培训。 The construction of index system of "forming a learning society basically" should start with the basic national situation of China and the construction of the reality of a learning society, so as to more preferably lead, promote and enforce the theoretical research and practical construction of a learning society. By analyzing the test results of situation of a learning society in 31 provinces in 2009 in China, it is found out that there is still a long way t^o go for China to realize the objective of "forming a learning society basically" ; however, the level of economic development is not the sufficient prerequisite of constructing a learning society. Among which, the education level, learning situation are the important factors in realizing the strategic objective of "forming a learning society basically", the public cultural places should be given priority development, the educational level should be improved steadily, the proportion of higher education of the workers and the popularization rate of internet should be greatly enhanced. The all-employee training and the job training for vocational skill of farm laborers should also be sustainably strengthened.
