摘要
教育发展方式事关教育事业科学发展。转变教育发展方式,涉及对教育的根本属性和教育发展主客体的重新认识、教育发展目标任务的重新设定、教育发展过程要素的重新组合和教育发展评价方式的改变。在我国教育改革发展的关键时期,迫切需要改变过去那种行政本位型、投入驱动型、外部依赖型、规模扩张型、硬件导向型的发展方式。当前,教育发展方式转变有五大任务:全面提高教育质量,实现内涵发展;不断优化教育结构,实现协调发展;落实以人为本,促进学生全面发展;深化体制机制改革,加强教育基本制度建设;优化教育资源配置,切实保障公平效率。为确保教育发展方式转变顺利推进,要解放思想,树立科学的教育观;转变政府职能,破除体制机制障碍;落实教育优先发展,加强条件保障;建立利益协调机制,减小改革阻力;完善监督考评机制,确保责任落实。
The pattern of educational development is closely related with the scientific development of educational undertaking. The transition of educational development pattern consists of the re-evaluation of property, subjects and objects in education, the re-setting of educational developmental objectives and tasks, the re-combination of elements in the development process and the adjusting of evaluation mechanism on educational development. In such a critical period of China＇s educational reform, it is urgent to change the previous administrative-based, input-driven, externally-dependent, scale-expansion, and hardware-oriented development model. At present, there are five tasks in the transition of educational development pattern as follows： improving the quality of education comprehensively to achieve intension development; optimizing educational structure to achieve coordinated development; implementing humanistic educational philosophy to promote the overall development of students; intensifying the reform to strengthen the construction of education infrastructure; optimizing the allocation of educational resources to guarantee equity and efficiency. In order to carry forward the transition of educational development pattern smoothly, it is necessary to emancipate the mind and establish a scientific educational theory; to transform the government functions and get rid of structural and institutional obstacles ; to implement the priority development of education and improve basic conditions ; to establish mechanisms for coordination of interests to reduce reform resistances; as well as to improve supervision evaluation mechanism to ensure the implement of responsibilities.
