摘要
城市非公共性质的土地控制难度大的问题,根源在于管理制度上政府与市场职责划分不清。在城市信息不完全、规划快速决断以及规划师缺乏市场经验的职业教育背景下,难以通过单方面的政府城市规划实现对市场主导的非公用性土地资源的控制,这也容易导致寻租等腐败现象。该文探讨尝试将两者进行明确的职能分工,以达到政府与市场各司其职,实现空间资源的合理管理。
Many problems of the control public land use in urban planning are caused by the functions of management systems by government and the market are unclear,it is more difficult for the government to complete the specified control on market resource, under the incomplete city information,urban planning quick decisions and vocational market experience education condition and so on,and these easily lead to the phenomenon of rent-seeking.So we divide the two functions between government and market,hope to achieve the rational management of space resources.
