摘要
随着国家经济建设的发展和全社会水土保持意识的提高,21世纪的水土保持将要摆到十分重要的位置。水土保持工作必须在以往成功经验的基础上有所创新,才能适应需要,才会有发展。水土保持领域只能延伸扩展不能萎缩,要在涉农领域和非农领域、山区丘陵和平原区全方位的开展;要不断地充实和丰富水土保持的内涵,在“综合”上下大力气,在预防监督、治理开发、规划、科研、管理等方面都要有所创新。
Along with development of national economy construction and enhancement of awareness to soil and water conservation in whole society, the course of soil and water conservation will be placed in an very important position in 21th century. Only by bringing forth new ideas on the basis of successful experiences can soil and water conservation be developed and meet requirements. Soil and water conservation should extend, but not shrink, its fields to agricultural and non agricultural sections, and all over regions including mountainous, hilly and plain. It is necessary to rich and fulfil its connotation with more attention paid on “comprehensive” and break through in prevention, supervision, planning, research, management and so on.
