摘要
自2008年全球金融危机以来,各国政府纷纷出台各项融资政策,以促使经济尽早走出困境。我国也在2008年提出4万亿元经济刺激计划,成效显著,这说明我国中央政府的投资政策在恢复经济增长方面发挥了巨大的作用。然而,各级地方政府在配合中央政府实施投资计划、筹措政府项目资本金过程中,出现了很多问题,加剧了地方政府债务风险,必须采取积极的应对之策,以保证地方政府投融资过程的有序进行。
Since the global financial crisis in 2008,governments have introduced various financing policies to promote the economy.China has also made four trillion yuan economic stimulus plan in 2008,which shows that our investment policy of the Central Government to restore economic growth has played a huge role with remarkable results.However,there has been a lot of problems in local governments during the process of interacting with the central government to implement the investment plan and raise capital.Local governments got debt risk.We must take active countermeasures to ensure the process of investment and financing of local government orderly and effective.
