摘要
针对浙江省提出的"港航强省"发展战略,深入研究了"港航强省"内涵和定量评价方法,提出了立足港航发展,定标世界先进,通过建设国际一流、强大港航的途径,实现强省目的的"港航强省"内涵,指出"港航强省"大致包含港航基础设施强,港航管理制度强,港航服务能力、产出能力、可持续发展能力强,港航对省和区域社会经济发展的支持力度大等内容,并构建了可操作的"港航强省"评价指标体系,经实践验证,取得了较好的应用效果。
The development strategy for invigorating the province through port and shipping development was put forward in Zhejiang province, similar to the formulations for other southeast coastal provinces. What does it mean to invigorate the province through port and shipping development？ How to evaluate it quantitatively？ It is necessary to solve these difficult problems. On the basis of an in depth research, the authors in this paper, not only proposed the intension based on port and shipping development to realize the purpose of invigorating the province, by taking port and shipping development as the basis, aiming at the advanced world level, and constructing first-class international harbors, but also pointed out that it consisted of the strengths in port infrastructure, port and shipping management system, advanced service capacity, output capacity, and sustainable development ability, support for the provincial and regional social and economic development, etc., and constructed the evaluation index system for invigorating the Zhejiang province through port and shipping development. It has proved to have better application effect through test in practice.
