摘要
通过对水资源费性质的论述及辨析,得出水资源的稀缺性是水资源费征收的起因,水资源费具有形式上的半强制性而实质上的强制性特征,具有一般费而非选择费的特征,涉及全部产品,应该由全体消费者即全民负担。
Through the discussion and discrimination of the nature of the water resource fee,it showed the scarcity of water resources is the cause of water fee collection.It is semi-mandatory nominally and mandatory actually.It is a general but not selective fee.It involves all goods and all consumers are due to pay it.
