2011年10月18-19日,"2011东北亚石油经济论坛"在韩国首尔举行。会议反映出在日本大地震之后,能源安全问题备受关注,各国重新审视能源政策;依靠技术进步推动节能减排和交通运输替代燃料发展受到进一步重视。会议强烈呼吁把东北亚能源合作提升到一个新高度,并提出:1)加强油气资源开发合作和东北亚油气基础设施建设与共享;2)加强中日韩三国在天然气领域的合作;3)加强油气价格方面的合作,减少"亚洲溢价";4)加强节能减排、替代燃料领域的技术合作和成果共享。
200 delegates from Chinese,Japanese,and Korean oil companies and energy and economics research institutes participated in the Northeast Asia Petroleum Forum 2011 held in Seoul.The forum had 6 sessions:Global Oil Market Issues and Strategies for the Northeast Asia Oil Industry,Regional Oil Market Review and Outlook,Northeast Asia Upstream Oil&Gas Sector Issues and Prospects,Prospects for Alternative Transportation Fuels,Global Gas Market Changes:Impact and Prospects,Green Growth and the Oil Industry.Participants contributed 22 papers.V.L.Likhachev,deputy director of the Russian Academy of Sciences Energy Research Institute presented a paper as a vip expert.The forum reflected post Great East Japan Earthquake concern over energy security issues and re-examination of energy policies,and recognition of the reliance on technological progress for energy conservation and development of alternative transportation fuels.There was a strong consensus at the forum on the need to raise Northeast Asian energy cooperation to a new height,in particular to:1)strengthen cooperation in the development of oil and gas resources and in construction and use of oil and gas infrastructure;2)strengthen technical cooperation in unconventional natural gas;3)increase bargaining power in the international market and reduce the'Asian premium';4)strengthen technical cooperation and sharing of experiences in energy conservation and alternative fuels.
