摘要
"十二五"时期,是加强水利重点薄弱环节建设、加快民生水利发展的关键时期,是深化水利改革、加强水利管理的攻坚时期,也是推进传统水利向现代水利、可持续发展水利转变的重要时期。明确水利的战略地位,是关系水利长远发展的根本问题。随着经济社会快速发展,我国水资源形势深刻变化,为了实现水利的现代化建设必须依靠水利科技创新。
The ＂twelveth-five year＂ is a key period to strengthen the construction of water conservancy weaknesses and speed up the livelihood of water development.It is not only a crucial period to deepen the reform of water conservancy and strengthen water management,but also to promote water conservancy from tradition to modernization and sustainable development.The fundamental issue relating to the long-term development of water conservancy is to be clear of its strategic position.With the rapid economic and social development,China＇s water situation is undergoing profound changes.In order to achieve the modernization of water conservancy we must rely on technological innovation.
