摘要
本文采用德尔菲专家咨询法和层次分析法,根据评价指标体系的构建原则,从组织管理、基金管理、监督管理、实施效果、制度可持续性5个方面选取了21个指标,构成了新型农村社会养老保险运行质量评价指标体系。通过理论与实践修正,确定了各指标的权重,形成了完整的评价指标体系,以期为改进和规范新型农村养老保险制度在试运行中提供参考。
On the basis of establishment principle,this paper constructs the evaluation index system for the new-type rural social endowment insurance with 21 performance indicators,mainly from the five aspects,namely the organization management,the fund management,the supervision,the implementation effect and the sustainability.Finally,Delphi expert questionnaire and the Analytical Hierarchy Process is applied to determine the weight of each evaluation index,and then to create the comprehensive evaluation model.This paper is to provide some scientific reference for the new rural social pension insurance pilot.
