摘要
"十一五"期间,福建省各级教育规模发展迅速变化,教育结构从倒"V"型向倒"U"型转变;教育结构重心的变化必将引发"制度-政策-措施"的一系列调整,急需加快转变教育发展方式。"十二五"时期,福建省教育发展总体上应以"促公平、调结构、转方式、提质量"为重点,以解决结构性矛盾为主线,加强顶层整体设计,提高制度调适预期,确保教育结构各层级规模、质量、效益的全面协调发展。
During the period of the 11th five-year plan, the educational scale at all levels develops at a high speed. The educational structure changes from ＂inverted V＂ to ＂inverted U＂, which will inevitably cause a series of adjustment in ＂system-poliey-measure＂and needs to change the educational development pattern urgently. During the period of the 12th five-year plan, educational development in Fujian should focus on ＂promoting fairness, adjusting structure, changing pattern, improving quality＂, resolving structural contradiction, strengthening top-level overall design, and increasing system adjustment expectation in order to ensure all-round and harmonious development of educational scale, quality and benefit at all levels.
