摘要
阐述了低碳经济和低碳农业的基本内涵,低碳农业是低碳经济的重要组成部分,但在实践中却面临着不少障碍,包括思想观念障碍、体制机制障碍、生产模式障碍、技术标准障碍和人力资本障碍。要克服这些障碍,需从以下4个方面去努力:一是形成有利于低碳农业发展的政绩导向;二是建立有利于低碳农业发展的激励约束机制;三是完善支撑低碳农业发展的技术创新体系;四是加强对农村人力资本的教育和培训。
The basic contents of low carbon economy and low carbon agriculture were expounded,low carbon agriculture is the important compo- nent of low carbon economy ,but in practice it faces many obstacles, including the thought and ideas obstacle, system and mechanism obstacle, mode of production barrier,the technical standard obstacle and human capital obstacle. In order to remove those barriers,it＇ s very necessary to form the achievements orientation to the benefit of low carbon agricultural development, to establish the incentive and restraint mechanisms of low carbon agricultural development, to perfect the teehnology innovation system supporting low carbon agricultural development and to strengthen the education and training of rural human caoital.
