摘要
在界定风暴潮灾害经济预警概念的基础上,按照风暴潮灾害经济预警主体性原则、逻辑科学性原则,选取风暴潮灾害经济预警评价指标,采用"目的树"层次分析法,从风暴潮灾害危险度、潜在受灾地区易损脆弱度和防灾减灾能力三个层面,构建了我国风暴潮灾害经济预警指标体系,这将为近海青岛地区风暴潮灾害风险区划,以及相关预警模型的准确有效建立与检验运作,提供了坚实的科学依据。
Based on the conception of defining the economic pre-warning of storm surge disaster,the subjective principle and logical scientific principle,the system of the storm surge disaster economic pre-warning indicators is build up by the method of ＂Objective Tree＂ AHP.The system built from the storm disaster risk,the vulnera-bility of the potential Disaster-Affected area and the disaster prevention and mitigation capabilites at three levels.It can provide solid scientific basis for the risk regionalization of the storm surge disaster for the coastal city of Qingdao and help to build the related economic pre-warning model effectively and accurately.
