我国的城市化严重滞后于工业化， 并且已经制约了国民经济的正常发展，为此， 应该对于城市化有一个正确的认识， 其中尤为重要的是必须调整城市发展方针。应该根据时代特征， 合理确定城镇体系规划的地域层次和基本内容， 形成空间规划系列，
The principle of the Chinese urban development must be readjusted for the urbanization in China legs behind the industrialization and limits the normal growth of the Chinese national economy.Spatially,the relative policies and institutions should also be strengthened in order to establish an urban system planning with very locality and contents characterized by the age.
