摘要
公共服务供给第三方参与在社会公共服务提供过程中扮演的角色越加重要,而社会企业对新型的企业参与公共服务供给的模式各有不同。由于社会企业组建的公共服务参与系统在供给过程中的利益分配上有显著效果,而其成为参与公共服务供给的第三方的重要要素,决定了企业与政府的关系既有合作也有管制。以"齐放网"为例分析社会企业为核心的新型第三方参与模式在公共服务供给中的优势与不足,为政府在管理公共服务供给时的效率提升,促进公共部门主体间的协作提供借鉴。
The third party is playing an increasingly important role in providing public service,but the ways are different for new enterprises to participate in public service,which is provided by social enterprises.Such a reasonable profit-distributing model has become an important factor which the third party will take into account when it is to take part in the service.In other words,the enterprises should cooperate with but at the same time be supervised by the government.Taking Qifang.cn as an example,this paper analyzes advantages and limitations of the third party＇s participation in public service provision,focusing on the role of social enterprises.Such an analysis hopes to enhance the efficiency of public service provision and boost the coordination among government agencies.
