摘要
针对以往评价各种运输方式的社会、经济综合效益时,很少对社会生活环境造成负面影响的交通事故、堵塞及环境污染等外部事物进行货币化定量计算的现状。
In view of existing situation that exterior negative effects are rarely calculated such as traffic accident, traffic jam and environmental pollution quantitatively while evaluating the social and economic benefit of every kind of mode comprehensively, it was proposed that the theory of exterior cost be used to calculate those effects, brief analysis was conducted also.
