摘要
开展财政支出绩效评价工作,已成为政府加强宏观管理、提高政府资金运行效率、增强政府公共支出效果的关键手段。建立绩效评价体系是为了进一步加强公共财政管理,提高财政资金的使用效益,其核心是通过制定公共支出的绩效目标,逐步实现对财政资金从目前注重资金投入的管理转向对支出效果的管理。
