摘要
针对日益严峻的黑河流域生态恶化局面和日益突出的水事矛盾,2001年起黑河流域实施了近期治理工程,中游近期治理的主要任务是节水改造。黑河中游近期治理节水效果良好,除平原水库控制、喷灌以外,其他措施均达到规划要求,节水能力达2.58亿m3/a,超过了规划要求的2.55亿m3/a,实现了近期治理节水目标。选取节水效果、投资、效益、可操作性4个指标对中游节水措施的适宜性进行综合评价,结果表明中游近期治理节水目标已基本实现,节水效果较好。建议扩大治理范围,将中游其他区县纳入后期规划中,加大节水力度,真正实现全流域的水资源优化配置。
The situation of ecological deterioration and increasing water contradiction in the Heihe River basin are increasingly grim. Recent man- agements had been implemented since 2001. The main task of the middle reaches of Heihe River was transforming the water-saving system. By 2009, all measures have reached the requirements of planning except the spray irrigation. Water-saving capacity had reached 258 million m3 annually. This reticle summarizes the completion of water-saving measures, evaluates the water-saving effect and suitability and makes some recommendations aiming at management scope, management effect and management means.
