摘要
青岛市老城区工业企业搬迁中存在资金缺口大、职工安置成本高、片区搬迁开发缓慢、搬迁改造政策尚待完善、企业搬迁随意性较强等问题。为加快老城区企业搬迁,应从做好产业发展规划入手,加强组织协调工作,加快功能区基础设施建设,高起点招商引资,完善财税政策和监督考核机制。
During the relocation of industrial enterprises in the old town of Qingdao city, there exists the problems of lacking funds, higher cost of employee relocation, slow-paced development of piece-area relocation, incomplete policy of moving and reconstruction and so on. To speed up the relocation, it should start from making proper industrial development plans to strengthening organization coordination and accelerate infrastructure construction, attract high quality outside investment, improve the fiscal and taxation systems and perfect the evaluation mechanism.
