摘要
基于湖南20个示范村和18个非示范村的调查发现,得益于政策的驱动和村民的积极参与,示范村在乡风文明、村容整洁和管理民主等方面的建设效果优于非示范村。在新农村建设中,应处理好示范村"点"与非示范村"面"的关系,将示范村建设的成功经验推广到非示范村,提升后者的建设水平。同时要尊重农民的认识和实践规律,完善机制,调动农民的积极性和主动性,把乡风文明、村容整洁、管理民主和生产发展、生活宽裕结合起来,增强新农村建设的综合执行效果。
On the basis of investigation of 20 model villages and 18 non-model villages, this thesis found that ＂rural civilization, village residents clean, democratic management＂ in model villages was better than that in non-model villages. In the construction of new countryside, we must respect peasants＇ willingness and the objective law of practice, improve the mechanism to mobilize enthusiasm and initiative of peasants, combine the ＂rural civilization, village residents clean, democratic management＂ with ＂production development and living well-off＂ so as to accelerate the construction of new countryside.
