摘要
农业科研单位国有资产是单位履行职能、提供公共产品与服务的重要物质基础和必要保证。随着我国国有资产管理体制改革的逐步深入,如何加强农业科研事业单位国有资产管理,提高国有资产的使用效率,保障和促进各项事业顺利发展,是一项迫切的任务。文章从分析农业科研事业单位国有资产的特点入手,揭示其日常管理中存在的问题,提出在加强国有资产管理中应树立的基本理念,同时从加强国有资产基础建设、信息化建设、推行国有资产有偿使用及加强预算管理等角度提出农业科研单位创新国有资产管理的具体措施。
State-owned assets in provincial agricultural research institutions are important material base and necessary guarantees for performing institution functions and providing public products and services.Along with the progress of China＇s state-owned assets management system reform,it is an urgent task to strengthen the management of state-owned assets in provincial agricultural research institutions,increase the efficiency in the use of state-owned assets and ensure and promote the development of undertakings.This paper started with analyzing the characteristics of state-owned assets in provincial agricultural research institutions,revealed the problems in management of state-owned assets,and put forward the proper basic concept in the process of strengthening the management of state-owned assets;meanwhile,put forward the specific measures and methods of innovation management of state-owned assets in provincial agricultural research institutions from the perspectives of strengthening state-owned assets infrastructure construction and informatization construction,carrying out the compensation for use of state-owned assets and strengthening the declaration administration budget.
