Research on the Minimum Payment Years of the Basic Medical Insurance for Employees

摘要 现行职工基本医疗保险制度规定退休人员不缴费,可能引发两个问题:一是影响社会保险公平性;二是在人口老龄化趋势下基金支付压力过大。本文认为设置职工基本医疗保险最低缴费年限是社会保险公平性和共济性的体现,有助于明晰参保人的权利与义务,也是缓解基本医疗保险"系统老龄化"的重要措施。文章基于基金长期平衡的思想,通过引入"应缴费年限"和"可缴费年限"两个中间变量构建了普遍适用于任一统筹地区的最低缴费年限计算模型,并运用所构建模型进行实例分析和提出政策建议。 In the current Basic Medical Insurance System, retirees do not :need to pay the premium. It may result in two problems, The fairness of social brought with population aging. This study maintains that the minimum payment years insurance will focuses on the policy will not the insured but also reduce the structure -aging degree balance, the paper establishes the actuarial model introducing two intermediate variables ( "Years of one be decreased. And the pressure of fund payment will be fairness and mutual nature of social insurance, and only be helpful to specify the rights and obligations of of basic medical insurance. Based on the long - term fund to estimate the appropriate minimum payment years by should pay" and "Years of one could pay" ). By the case study the paper gives some policy proposals.
