节余排放配额合同能源管理项目融资模式的构建 被引量:4

Financing Models of Energy Performance Contracting Projects Based on Surplus Emission Quotas

摘要 在合同能源管理项目中,碳减排项目占了很大的比重。由于碳排放权具有一定价值,因此可以利用碳减排项目预期节余排放配额为其融资。在分析现有融资模式的基础上,阐述合同能源管理项目排放配额和碳减排交易的关系,通过分析我国利用节余排放配额为合同能源管理项目融资的环境,提出了基于节余排放配额的"节能企业——排放权需求方"融资模式,给出该融资模式的限制条件和应用建议。 Carbon emission projects account take up a large proportion in EPC projects. Considering the value of carbon emission, EPC could make full use of the expected surplus emission quotas to finance. On the basis of analyzing existing financing model, this paper describes the relationship between emission quotas and carbon dioxide trade in EPC, analyzes the financing environment about surplus quotas, and then proposes the "owner-emission demand side" financing model based on the quotas, and finally discusses this model's and application suggestion.
