摘要
基于产业转移与区域物流能力的相互关系,分析探讨了产业转移与区域物流能力的作用机理。在此基础上,采取梯度系数法评估京津冀地区产业梯度,并运用模糊物元理论评估京津冀地区2004～2009年间的物流能力,综合实证结果进一步对探讨结论进行验证。产业转移通过推动物流产业带的形成、提高物流服务能力和物流业竞争力、改善物流环境和改变物流衔接模式影响区域物流能力;区域物流能力通过现代物流管理、区域物流信息化建设、产业聚集、改善投资环境和产业结构升级影响产业转移。实证结果表明,京津冀地区物流能力仍存在基础设施建设相对不足、缺少前期规划、信息化水平仍然落后、从业人员素质不高、管理水平低下等问题。最后针对问题提出了相关建议。
Based on the relationship between industrial transfer and regional logistics capability,this paper analyzes the mechanism of industrial transfer and regional logistics capability.On that basis,it evaluates the industrial grads of Beijing-Tianjin-Hebei region with the use of ladder coefficient.Moreover,with the fuzzy matter-element theory,this paper evaluates the logistics capability in Beijing-Tianjin-Hebei region from 2004 to 2009.The industrial transfer can affect the capability of regional logistics by promoting the formation of industry belts and improving logistics service capacity,logistics competititve strength,logistics environment,logistics combination modes.While the regional logistics capability can affect the industrial transfer by modern logistics management,regional logistics informatization,industry agglomeration,improvement of investment environment,upgrading of industrial structure.The results show that the logistics capability in Beijing-Tianjin-Hebei region still has the problems such as the insufficient infrastructure installation,the lack of previous plan,low level of informatization,low quality of practitioners and low management level.Finally,this paper puts forward some advice accordingly.
