摘要
从峡江县实际出发深入分析了林权制度改革后,现行森林采伐限额管理制度存在审批权力过于集中、管理措施过于死板、手续过于繁琐等弊端,限制了林业经济的发展;提出了落实森林经营方案的编制,制定最低生态标准,实行采伐计划审核登记制,建立林权所有者经营诚信制度,加快商品林采伐权交易市场建设步伐等改革思路和建议。
From the XiaJiang county reality after the disadvantage of the forest cutting quota management forest fight system reform, in-depth analysis the system , the examination and approval power is concentrated, management measures is too formalist and the procedure is too trival, which limited the development of forestry economic. The article put forward some suggestions, as implementing forest management plan, make the minimum of ecological standard, practice cutting plan, establish credit system of forest right owners and speed up the construction Dace of the trading market of commercial forest.
