摘要
在分析国内非政府组织(NGO)与地方政府合作开展汶川地震灾后重建工作的基础上,研究了国内NGO与政府合作复杂巨系统的框架结构、时空结构、运行结构及整体特性,提出NGO-项目-政府的综合集成模式.通过对保障系统和项目系统的辨识,结合对项目系统中项目评价、时间进度、成本优化、风险控制、质量保障和沟通桥梁五个方面的讨论,详细阐述NGO-项目-政府合作模式的实践运行方式.
On the basis of analyzing the cooperation between domestic NGO and government in Wen Chuan post-earthquake, this paper studies frame construction, spatial structure and operation structure of the complex giant system of the cooperation between NGO and government and its overall characters, this paper proposes a meta-synthesis pattern as NGO-project-government. Also, combined with the discussion about project ap- praisal, schedule, cost optimization, risk control, quality guarantee and communication of the project systems, this paper elaborates the practical mechanism of the NGO-project-government cooperation pattern through identifying the security systems and the project systems.
