摘要
近几年资本外逃的规模急剧扩大 ,已严重威胁到中国经济的安全与发展。运用国际理论界对资本外逃所给出的定义与测算模型 ,测算 1989年～ 1998年中国资本外逃的总量 ,对此作出细致、必要的分析比较 ,对中国资本外逃的成因与负面影响进行讨论 :中国资本大规模外逃已形成巨大隐患 ,不能排除它在某些时候恶化的可能 ;不消除外汇黑市和骗汇、逃汇、套汇 ,中国资本大规模外逃就不可能被杜绝。
In recent years, capital flight has been increasing in scales in China, seriously threatening the security and growth of the national economy.Hereby the thesis is going to calculate the country's amount of capital flight during 1989～1998,using the definition and computing model offered by the international theoretical authorities. Based on careful and necessary analyses and comparisons,the author will also discuss the causes and negative offect of the capital flight in our country:large scaled capital flight has formed serious hidden trouble in China, there is a possibility that it will get worse sometime in the future;large scaled capital flight can never be stopped unless the black markets for foreign currencies are cancelled, and arbitrate, foreign exchange cheating and evasion are totally banned. So some strategic countermeasures are put forward here.
