摘要
突发公共卫生事件对战后美国的政治安全、军事安全、经济安全和公共安全构成的威胁与日俱增,导致美国社会失序和分裂以及政府公信力和权威性的失却,严重威胁了美国军队的安全和海外利益,使美国的经济蒙受巨大损失,本土受到生物恐怖主义袭击的危险系数越来越高,由此引起的外交纠纷和冲突日渐增多。
Public health emergencies after War Ⅱ have threatened seriously American national security including political, military, economic and public security, which disorder society, imperil government authority, military safety and interest abroad ineufing immense economic loss, coming under bioterrorism attack and breeding diplomatic conflict increasingly.
