摘要
20世纪50年代后,加拿大积极参加针对发展中国家的国际经济合作与援助行动。在其"中等大国"意识、多边外交理念、英联邦政策以及冷战安全等多种因素的推动下,加拿大参与发起科伦坡计划,并对南亚和东南亚实施资本、技术以及教育和人力培训等援助计划。这一定程度上推动了南亚和东南亚地区的经济发展合作,密切了加拿大与该地区受援国之间的关系。
From 1950s, Canadian policy-makers were significantly motivated by their Middle Power sense and multilateralism thought, Cold War security considerations and Commonwealth policy, they took an active part in the international economic cooperation and development assistance toward the developing countries. For example, Canada joined the Colombo plan in 1950, and began to carry out its capital aid, technical aid, educational exchange and human train programs in South and Southeast Asia. To some extent, it had played an important role in enhancing co-operative economic development in South and Southeast Asia since then, and contributed to build and maintain the longer-term close relationships with the recipient countries in these areas.
