摘要
戈尔巴乔夫时期,苏共党内民主建设实行绝对化的"公开性"和"民主化",造成了党内思想混乱;否定民主集中制,允许党内派别活动,破坏了党的组织统一;取消党的领导,实行多党制;高调宣扬"公开性"和"民主化",但实际实施高度个人专权。以苏为鉴,当前我们党的党内民主建设要正确处理好个人与体制的关系,最根本的要构建具有自我矫正纠错和修复能力的体制和机制;坚持改革的动机与效果的统一,反对党内民主建设的浪漫主义和急躁冒进以及无所作为;正确把握民主的特性、边界和功用;以求实创新的精神坚持完善民主集中制原则。
In the Gorbachev era,the extreme ＂openness＂ and ＂democratization＂ applied in the Soviet Communist Party＇s building of intra-Party democracy caused ideological confusions in the Party.The negation of democratic centralism and the permission of intra-Party factions undermined the organizational unity of the Party.The Party＇s leadership was liquidated and multi-party system was implemented.＂Openness＂ and ＂democratization＂ were bombast while extreme individual autocracy was actually going underway.Taking warning from the Soviet Union,our Party should correctly handle the relationship between individuals and system in building intra-Party democracy.The most fundamental thing is to construct the system and mechanism that have capacity for self-correction and self-reparation.The unity of motivation for and effects of reform should be adhered to oppose romanticism,impetuousness,or inaction in building intra-Party democracy.The features,boundaries,and utilities of democracy should be correctly grasped.The spirit of truth-seeking and innovation should be employed to persistently improve the principle of democratic centralism.
