摘要
近年来,我国政府采取了各种措施规范稀土产业的发展,出口实现量减价增,深加工产品出口比重增加,2009年后政策效果更加明显。稀土产业政策的滞后效应,国际稀土市场的高买方垄断势力,国内供给政策执行力度不够是主要原因。稀土产品国际市场价格与出口量之间的关系,2010年前,表现为稀土产品出口价格长期低位振荡,2010年后,稀土产品出口量与稀土价格呈现反方向关系。
Chinese government has taken a series of measures to regulate the development of rare-earth industry in the past few years,which result in the decline of export quantities,and the increase of export prices.The structure of the export products has been improved.The policies seemed to have significant effect until the year of 2009.The policies＇ lagging effect,the mono-posony in the international rare-earth market,and the weak executive power are responsible for the consequences.As for the relationship between the quantity and price for some specific rare-earth products,we find that the export prices of rare-earth fluctuated at a low level before the year of 2010.Since the year of 2010,the quantity came to have negative effect on the price.
