摘要
在分析开发类科研院所产权变革过程中存在问题的基础上,建立了开发类科研院所企业化转制产权变革过程框架模型;分析了产权变革的前期准备工作;探讨了清产核资和资产评估方案;研究了产权界定及国有资产委托代理关系确认;提出了确定新的产权结构的途径,并对产权变革解决科研院所现存问题进行评估。
Based on analyzing the problem during transformation process of property right reform of RD institute,a frame model for the transformation process of the RD institute property right reform to enterprises is established.Preparation of property right reform of RD institutes at early stage is analyzed.Scheme of assets checking and evaluation are discussed.Delimitation of property rights is studied and entrusted agent of the state-owned assets is confirmed.The approach for confirmation of new property right structure is proposed and the existing problems during the property right reform for the RD institutes are evaluated.
