摘要
作为农业保护无法替代且效果显著的政策工具之一,农业补贴逐渐成为一个极富学术价值和现实意义的研究热点。本文从理论研究与经验分析两方面,系统地梳理了农业补贴的理论依据与经济效应、农业支持水平的测算、农业补贴制度的演变、我国农业补贴制度存在的主要问题及其改进、农业补贴制度的国际比较与经验借鉴、农业补贴的政策效果评估及其效率的测度等国内研究的最新进展。本文尝试从中归纳国内农业补贴制度研究的特点与趋势,藉此为今后研究提供方向性的理论指导和经验参考。
As one of policy tools of agricultural protection,which can not be replaced and has the significant effect,agricultural subsidies is becoming a research focus with academic value and practical significance.From the perspective of theoretical research and empirical analysis,this article sorts out systematically the latest domestic research progress,which includes the theoretical basis and economic effects of agricultural subsidies,the level measure for agricultural support,the evolution of agricultural subsidies institution,the main problems and improvement of China＇s agricultural subsidies institution,international comparison and experience reference of agricultural subsidies system,the policy effect assessment and the efficiency evaluation of agricultural subsidies.The article is to generalize the characteristics and trend of the domestic researches on agricultural subsidy institution,and to provide directional theory guidance and experience reference for the future research.
