摘要
本文在财政分权框架内考察了考核机制与地方政府提供基本公共服务的行为之间的关系。中央强调经济增长与财政收入增加的考核导向,使得地方政府偏好经济性公共品而忽视了基本公共服务的供给。而基本公共服务本身具有的外溢性特征,则又强化了考核机制对公共服务供给的负面效应,进一步弱化了财政分权在供给基本公共服务上的效果。如果在考核机制中加大基本公共服务供给水平的指标比重,则可以激励地方政府提供基本公共服务的热情,进而可以发挥分权在提高基本公共服务水平及促进其均等化中的作用。
The paper considered the relation between the behaviors of local government＇s providing basic public services and evaluation mechanism within the framework of fiscal decentralization.The central government emphasized the examination-oriented of the economic growth and the increase of the fiscal revenue,which caused the local government to prefer to provide economically public goods instead of basic public services.But spillover inherent characteristics of basic public services strengthened the negative effect on the provision of public services by the evaluation mechanism,and further weakened the effect on the provision of basic public services by fiscal decentralization.If the proportion of the indicator of the provision level of basic public services increases in the evaluation mechanism,local government＇s enthusiasm to provide basic public services will be stimulated and the value of decentralization to improve basic public services and promote their equalization will be achieved.
