摘要
人类在呼唤自然与和谐，现代灾害以其日益频发之势在警示人类，面对新世纪，人类安全与减灾已成为越来越迫切的大问题．从实现人类与自然的和谐依存的现代观出发，较为系统地分析和研究了现代灾害中人为失误致灾问题，并对其概念、方法、控制对策作了相应探索，从而提出了建立并完善人为灾害学研究体系的构想，从根本上对人因、人－机系统可靠性。
Mankind is calling for nature and harmony.Modern calamity,which is happening with increasing frequency,is warning the mankind that when facing the new century,the security of mankind and the reduction of calamity have become a more and more urgent problem.From the present view point of realizing the harmony between the nature and mankind,calamities caused by man made error in modern cal amities are systematically analyzed and studied,and their concept,method and control countermeaguree are explored.Meanwhile,the idea of establ shing and perfecting the research system of man made calamities is suggested,so as an all round and profound study in the reliability and safety of the man made factor and man machise system could be thoroughly conducted.
