摘要
在"支持东北地区等老工业基地加快调整和改造,支持以资源开采为主的城市和地区发展接续产业"过程中,中国政府急需在某一地域有所创新突破。东北三省资源型城市众多,而且又具有良好的工业基础优势、区位优势和资源比较优势,教育科研水平和城市化水平都很高,东北三省资源型城市转型具有良好的条件。通过解析东北三省资源型城市转型中面临的问题,阐述了东北三省资源型城市转型过程中中央政府应承担的责任和地方政府应采取的对策。
＂Support the northeast and other old industrial bases to speed up restructuring and reform,support to resource extraction-based cities and regions to develop alternative industries＂ process,the Chinese government need to be innovative breakthrough in a certain region.Northeast of many resource-based cities,and also has a good industrial base advantages,location advantages and the comparative advantages of resources,education and scientific research level and have a high level of urbanization,urban transformation of resource-based Northeast has a good condition.By parsing the three northeastern provinces in the resource-based problems faced by urban transformation,describes the three northeastern provinces in the resource-based cities in the transition process should be the responsibility of central government and local governments should take measures.
