摘要
产业结构转型转变的是经济效益增长的类型,产业结构升级是产业结构根据经济发展的历史和逻辑序列从低级水平向高级水平的发展。产业结构转型升级的路径主要产业内和产业间两种,不是简单地转行业。目前关于这一问题存在转型升级口号论、科技马甲论、高科技路线论、传统产业无望论、立竿见影论等诸多误区,对实际工作不利,需要纠正。在推进工作中,要求政府出台实施符合企业利益要求的政策,锻造一批具有较强创新能力的产业集群,以产业链长、带动力强的大项目带动园区发展,打造好珠三角地区商品和要素流通平台,干部知识结构转型升级。
While the transformation of the industrial structure involves economic efficiency,industrial upgrading is concerned with evolution of the industrial structure from a lower level to a higher level.The routes towards industrial upgrading are mainly either within the industry or inter-industry,but not simply transferring from one industry to another.At present,there are so many misunderstandings about this topic such as all-is-a-slogan view towards industrial transformation and upgrading,the theory of technology vest,the theory of the high-tech route,the view of hopelessness toward traditional industries,and the theory of instant success.All these views do harm to practical work.The present article urges that in promoting industrial transformation and upgrading,the government should adopt new policies to cater to the demand of the businesses,to help form a group of powerful industrial clusters with strengths in innovation and influence,and to make the Pearl River delta region the best platform for commodity production and distribution.
