摘要
教育质量的危机目前普遍存在于世界各国,高等教育质量管理已经成为不可回避的话题。高等教育认证、高等教育评估和高等教育质量保障是保证高等教育质量的重要手段,也是进行高等教育质量管理的重要内容。其中,认证是一种衡量标尺,评估是价值判断工具,保障是改进手段。从其发展轨迹来分析,高等教育质量管理是基于"利益关系人"的管理,是从技术层次向文化层面过渡与转型的管理,是一个在注重对质量进行真正保障基础上强调不断改进和提高的管理。
The crisis in the quality of education are prevailing in the world,the higher education quality management has become an unavoidable topic.The higher education accreditation,the higher education assessment and the quality assurance of higher education are important means to ensure the quality of higher education,also the important content of the quality management of higher education.Among them,the certification is a measure of scale,the assessment is the tool to the value judgment,and the security is the improved means.To analyze the trajectory of its development,the higher education quality management is based on the "stakeholders" of management,is the management from a technical level transition to the cultural aspects,and is the management that really focuses on continuously emphasizing to improve and increase the management based on the quality of guarantee,.
