摘要
目的: 探讨河南省结核病防治保险试点的社会效益和经济效益, 为进一步拓宽结防投入渠道, 推广结核病防治保险工作提供参考依据。方法: 试点采取以投保对象交纳为主的多种形式收集保险金, 为防治对象提供减免费防治服务; 从整个社会角度收集成本, 采用成本效果、成本效益分析进行评价。结果: 三年来试点共筹集保险金560555 元, 共避免了1146人患肺结核病, 避免一人患病成本为683 元, 避免一人死亡成本为2336 元; 获得效益现值为5154631 元, 净效益现值为4372093 元, 成本效益比为1/6.59 元。结论: 试点取得了显著的社会效益和经济效益;
Objective:A study was done to evaluate the economic reasonableness of the insurance test preventing and curing TB in Henan province.Methods:The insurance money of the test was collected through many ways,of which the money pai by village applicants was main.The services preventing and curing TB were provided to the applicants freely or with a half fee.The cost was collected from the social view.Cost effectiveness analysis and cost benefit analysis were adopted to evaluate.Results:The insurance money collected of the test was 560555 yuan for three years;1146 persons were avoided suffering from pulmonary TB;The cost paid by one person avoided suffering from pulmonary TB was 683 yuan;The net present value of the insurance test benefit was 4372093 yuan and the cost benefit rate was 1/6 59.Conclusions:The significant social benefit and economic benefit were got;The insurance preventing and curing TB could cover the shortage of the input preventing and curing TB.
