摘要
在当前"转方式、调结构"的宏观经济背景下,农村地区的经济模式也面临生态化转型的压力。目前我国农村产业的生态化转型只是在低层次上实现了转变,尚存在很多突出问题,主要包括:一是对农村产业的生态化转型在认识上存在误区,简单地认为生态化转型就是要师法自然或者发展生态产业、循环经济;二是忽视了产业结构调整在生态化转型中的重要作用,产业结构的生态化调整进展缓慢,三是产业布局分散造成了资源浪费和生态环境的破坏,四是生态环境恶化和基础设施落后,严重制约了生态化转型的进程,五是转型所需人力、资金和技术支持明显不足。针对以上问题,提出加快农村产业生态化转型的对策建议。
In present macro-economy background of ＂mode transformation and structure adjustment＂, ecologization transformation of economic mode is also required in rural areas. At present, however, such transformation is only reached to a low-level extent, yet with many extruding problems. First, ecologization transformation of rural industries is usually misunderstood to be simply imitating the nature or developing ecological industries and recycle economics. Second, industrial structure adjustment is neglected in ecologization transformation and thus in slow progress. Third, resource wasting and ecological environment damage are found due to scattered indus- try layout. Fourth, degraded ecological environment and underdeveloped infrastructure seriously restricted the transformation progress. Five, human power, capital, and technological support required are in serious insufficiency. For the problems existing, countermeas- ures and suggestions to accelerate the progress of industrial ecologization in rural areas are proposed.
