摘要
非营利组织相对于政府组织和营利组织,是处于政府与市场之外的第三域。非营利组织本身具有的特性决定,非营利组织应成为民生工程建设不可或缺的重要主体,更是民生工程长效机制运行的重要保障。非营利组织参与民生工程的理论依据在于公共产品供给理论和公民社会理论。公共产品供给理论强调公共产品供给的多元化模式,而公民社会理论则把非营利组织参与社会公共事务的管理作为发育的重要途径。从理论上而言,非营利组织实现与政府组织的合作,参与民生工程的建设具有重要的意义,但是目前在中国民生工程建设的实践中,非营利组织的参与尚不充分的。本文从理论和实践的角度探索非营利组织参与民生工程建设的有效路径。
The third sector should be the important subject of livelihood construction and the safeguard of livelihood projects operating mechanisms.The theoretical basis which the third sector participates in livelihood construction are theories on public goods supply and civil society.Theories on public goods supply play emphasis on diversification mode of public goods supply.And the view of theories on civil society is that the participation of the third sector in public affairs management is an important way for civil society to development.But it is not effectively that the third sector participates in livelihood projects,we should discuss and improve effective ways for the third sector to participate in livelihood projects.
