摘要
"三化同步"发展是"三农"理论的发展和创新,具有重要的理论贡献,事关国家现代化建设全局。当前"三化同步"推进面临良好机遇和条件,已经具有了坚实的物质基础,但同时也面着一些挑战,农业现代化建设明显滞后于工业化、城镇化,农业用地非农化、农业产业非农化、农业种植非粮化倾向明显,粮食等农产品需求发生较大变化,农产品剪刀差、农民工工资差、征用农村土地价格差加剧了城乡协调发展难度。加快实现"三化同步"推进,要紧持把现代农业建设摆在国家现代化建设的首位,牢牢把握我国现代农业建设的特色,坚持掌握建设现代农业的基础和基本条件,切实加快农业科技进步与创新,实行最有力的粮食生产扶持政策,加快建立健全农产品价格形成机制,加快构建我国农业公益性服务体系,加快现代农业示范区建设。
'Synchronization development of three modernizations' is an important contribution to the economic theory.Advance of the theory gives impetus to change the way of urban and rural development,which is a matter of national modernization as a whole.'Synchronization development of three modernizations' is facing good opportunities and conditions.Solid material foundation has already been built up to drive the synchronization development of three modernizations and to proceed with great efforts to strengthen agricultural modernization.New problems and challenges facing are that the agricultural modernization lagged behind,the tendency of transformation from farmland to non-agricultural use,from agricultural industry to non-agricultural industries,and from grain crop to non-grain cultivation is obvious.There is a greater demand of change for grain and other agricultural products,price scissors of agricultural and non-agricultural products exists,migrant work's salary is low,and the price for expropriation of rural land is low,which increased the development imbalances between urban and rural areas.To accelerate the realization of 'synchronization development of three modernizations',we must adhere to set modern agriculture building on the first place in national modernization,adhere to grasp the characteristics of modern agriculture building in China firmly,to persist foundation and basic conditions for modern agriculture building,effectively speed up the agricultural science and technology progress and innovation,to implement the most effective policies to support grain production,to establish and improve agricultural price formation mechanism,to accelerate the construction of agricultural public welfare service system,and to accelerate the modern agricultural demonstration zones.
