摘要
运用高斯混合模型对我国农电企业的综合发展状况进行了聚类研究,将农电企业划分为相对好和差2类,证实了东部地区农电企业的综合发展状况在整体上要优于中西部地区。以西部某农电企业为例分析其发展状况,结果表明:农电企业发展,资金是关键。因此,需要政府加大政策支持力度,完善农网投资的保障措施,尽快建立可持续的农电发展投资机制,提供农网发展的长期低息贷款,特别对中西部地区的农电企业有适当倾斜政策或提供财政援助,促使各地区农电企业可持续协调发展,更好地完成新一轮农网改造升级工程。
Using Gaussian Mixture Model,this paper makes an agglomerative study on the comprehensive development situations of rural power enterprises in China.It constructs models with various factors and divides the rural power enterprises into two categories： one with good performance,and the other with poor performance.The result of the study clearly indicates that the well-performed enterprises concentrate on the eastern regions while the poorly-performed ones cluster in the central and western regions.A case study is thus made on the development of one typical western rural power enterprise,which suggests that adequate capital is key to the development of the rural power enterprise.To address the issue,the government should increase its support in policy,improve the safeguard measures for the investment in rural grids,establish a sustainable investment mechanism,and provide long-term low interest loans for the rural power development.In particular,appropriate preferential policies should be made and financial assistance be provided for the rural power development in the central and western regions to promote balanced development of rural power enterprises of each region and complete a new round of upgrading of the rural transmission grids.
