摘要
地票制度是重庆统筹城乡综合配套改革的一项创新。随着地票市场的发展,地票在优化城乡建设用地配置、显化农村土地资产价值等方面的功能日益显现。同时,作为一项改革,地票制度面临的土地发展权和土地保障能力的公平性、地票交易制度的可持续发展以及"地票"基准价格测算及收益分配等问题也应受到高度重视。应加强对地票交易制度的理论研究,充分认识地票的实质,从地票价值构成角度构建地票基准价格和地票收益测算体系;从农民财产权转移角度建立地票收益分配机制;从区域发展权转移角度和区域发展能力减损角度制定国家下达建设用地计划指标的补偿与奖励政策;构建地票制度运行的监测预警体系,促进地票制度健康有序运行。
Land ticket system was an important system innovation of Chongqing for balancing urban and rural comprehensive reform. With the development of land ticket trade, the functions to optimize configuration of urban and rural construction land and to display the assets of rural land become more and more prominent for land ticket. As a system reform, land ticket system faced some problems which we should pay attention to, such as the fairness of land development right and land guarantee ability, the sustainable development of land ticket system, benchmark price estimation and income distribution of land ticket and other issues. In order to promote the healthy and orderly operation of land ticket system, we should adopt some measures ： （ 1 ） we should strengthen the theory study of land ticket system and fully understand the essence of land ticket, constructing the benchmark price and income distribution system based on value construction of land ticket ; （2） we should estab-lish mechanisms for income distribution of land ticket by the view of peasant＇s property right transfer; （3）we should design compensation and incentive policies for the index of state - assigned construction land by views of regional development right transfer and regional development impairment ; （4） we should construct the system to monitor the sound operation of land tick- et system.
