摘要
城乡公共产品供给差异是制约广西城乡经济社会发展和现代化进程的主要因素。目前,广西城乡公共产品供给模式各异,供给水平不同,审批程序不一致,以及公民享有权的非均等化等问题相对突出。这些问题产生的主要原因是"二元"的城乡体制决定论,"乏力"的财政供给体制,"隐性"的公共产品供给方式,"悬殊"的城乡收入差距等。为此,缩小城乡公共产品供给差异应该建立健全城乡一体化公共产品供给制度,转变农村公共产品供给模式,建立多元化的农村公共产品供给机制,完善财政支农惠农政策,规范财政资金管理,缩小城乡居民收入差距。
The main factors about about the supply differences for public goods in Urban and rural areas restricted the urban and rural economic and social development and modernization in GuangXi.At present,there are many problems about the supply of urban and rural public goods in Guangxi.For example,different modes of supply,different levels of supply,the approval process at inconsistency,non-citizens enjoy equal rights and so on.The main problem is the Binary decisions by the system of urban and rural areas,the weak financial supply system,the hidden means in the supply of public goods,the poor gap of urban-rural income and so on.Therefore,we should establish a sound supply system of urban and rural public goods,change supply patterns of rural public goods,establish diversified supply system of rural public goods,improve the policy of financial support and benefit agriculture,regulate the financial fund management,and reduce the income gap between urban and rural residents.This will help to narrow the supply differences between urban and rural public goods.
