摘要
探索了一种新型的间歇式电源运行模式与控制方法。基于现有的预测及控制技术,分析了大规模间歇式电源集群协调控制的可行性。为达到接近于常规电源调控特性的目标,指出了集群协调控制在有功功率控制、无功电压控制、安全稳定控制方面应具备的基本功能,提出了集群协调控制的基本原则,并在此基础上从时间尺度、空间粒度、功能解耦3个角度全面阐述了在制定集群协调控制策略时的基本出发点。设计了间歇式电源集群协调控制平台的整体功能结构,提出了包含机组/组件、场站、场站群、集群4层的分层分区控制体系。最后,展望了实施集群协调控制的外围支撑技术,指出"似常规电源控制"是间歇式电源集群协调控制的最终愿景。
A new type of operating mode and control method of intermittent power plant is explored.Firstly,the feasibility of coordinated control of intermittent power plant cluster is analyzed based on the existing prediction and control technique.Secondly,the basic functions of cluster coordinated control are analyzed in three aspects,namely,active power control,reactive power control,and security and stability control.Thirdly,three basic principles of cluster coordinated control are proposed.Then based on the proposed principles,the general starting points of formulating control strategy are expounded roundly from three aspects,namely,time-scale,space-grain-size and function-decoupling.Fourthly,the overall functional structure of coordinated control platform of intermittent power plant cluster is designed.And then,a four-layered hierarchical and distributed control system including wind/photovoltaic unit,wind farm/photovoltaic station,group of wind farm/photovoltaic station and cluster is proposed.Finally,a prospect of supporting technique of coordinated control of intermittent power plant cluster is analyzed.And the vision of intermittent power plant cluster controlled as conventional power plant is pointed out.
