摘要
党的十六届四中全会作出了加强党的执政能力建设的决定,抓住了党的建设的关键。加强党的执政能力建设,全面提高高校基层党组织的执政能力具有十分重要的意义。
The fourth plenary session of the sixteenth central committee of the CPC has made the decision, to strengthen the construction of admistration ability, which has caught the key to party-building. Therefore, it has important significance in improving the administration ability in college Primary Party Organization.
