摘要
随着低碳发展进程的逐步加快,各国政府开始加大力度推进低碳技术的普及和应用。在这个过程中,公众对于特定低碳技术的认知和认同在很大程度上决定了技术是否能够在地方广为推广和顺利应用。有哪些因素影响到公众对低碳技术的认知?哪些因素能够改变公众认知?这些都是政府在进行低碳治理和决策中必须了解和考虑的元素。本研究建立在对当前低碳技术公众认知文献梳理的基础上,通过系统分类,梳理了影响低碳技术公众认知形成的关键因子,并通过在某城市的公众低碳认知测试,展示了当前我国公众对低碳发电技术的认知程度和关键因子,在此基础上构建了我国影响低碳技术公众认知的理论框架,提出了进一步研究中应该关注的方向,不仅为进一步的实证研究提供了理论基础,同时也为政府的低碳决策提供了理论依据。
Along with the promotion of low-carbon development mode, governments from different nations started pushing the spread and application of low-carbon technology. In this process, it is the public perception towards certain technologies that decides whether those technologies could be applied and promoted smoothly at local level. Thus, it is essential to know what are influential factors to form or to change public perception, especially for governmental decision making. This research analyzes key influential factors for public perception formation based on existing literatures, and then tests the overall public perception towards certain low-carbon technology in one Chinese city. The research forms a comprehensive causal-effect model for low-carbon technology public perception, which would not only provide a solid foundation for future empirical research, but also provide theoretical support for future policy decisions over low-carbon technology development.
